Short bio
Philip A. Luck is director of the Economics Program and Scholl Chair in International Business at CSIS, and an associate editor of the Journal of Geoeconomics. He served as deputy chief economist at the U.S. Department of State from 2022 to 2025, and as acting chief economist in 2023–24. His research on trade, supply chains, and economic statecraft has appeared in the Review of Economics and Statistics and the Journal of Labor Economics.
